Apparently some time in mid-2015 the decision was made to not allow bottled water to be brought on their ships by guests either by carryon or in baggage given to the porters. All water onboard is common source from the ships tanks so the sink shower ice maker bar gun galley laundry etc all use the same water. Disney Cruise Line offer soft drinks for free with meals but there is a charge at other times and bottled water is always chargeable on board. In that case you can bring your own but soda and water should be unopened and brought in your carry-on luggage NOT in your checked suitcases.
